Manggarai Proposed as Integrated Security Priority Zone

Jakarta City Council Commission E Secretary, Justin Adrian is advocating for Manggarai to be prioritized as an integrated security zone to combat the frequent brawls plaguing the neighborhood.

Permanent patrols are a must 

According to him, a constant security presence from both the police and Satpol PP should have been standard practice in conflict-prone hotspots years ago. He is now pushing for Manggarai to be placed under special surveillance.

"I think permanent patrols are a must and should have been in place for a long time, especially in neighborhoods where brawls are common," he stated, Tuesday (1/6).

He added that given the thousands of personnel within the Satpol PP and police ranks, intensive and routine joint patrols are well within reach.

Beyond boots on the ground, he is calling for a massive expansion of surveillance technology. He pointed out that as a major metropolitan hub, Jakarta ought to be 'saturated' with CCTV, following the lead of other global cities.

Nevertheless, Adrian warned that infrastructure is only part of the solution. Given Jakarta’s nearly 11 million residents—not including the significant unregistered transient population—he argued that security efforts must be anchored by strict legal enforcement.

"Without firm penalties for street brawls, illegal racing, vandalism, thuggery, and other infractions, security initiatives will remain ineffective," he added.

He also argued that it is high time to revise Jakarta’s outdated Public Order Ordinance.

"Without decisive enforcement, there can be no deterrent effect, and a culture of legal compliance will never take root," he asserted.
